An owners’ association, or VvE, represents owners in a Dutch building divided into apartment rights. For alterations, the important questions concern shared elements and authority to approve changes. Relevant building documents and recorded arrangements provide the starting point.

An internal apartment alteration can affect more than the private finishes. Structural elements, façades, shared pipes and ventilation routes may be involved. Do not therefore judge the scope solely by where the visible work takes place; identify which parts of the building will be affected. Gather the available property information and discuss the proposal with the appropriate contact.
Ask which documents are needed to consider the change and how decisions are recorded. A technical assessment and discussion within the owners’ association answer different questions, so one does not automatically replace the other.
